LGU Bantayan-Centralized Material Recovery Facility (MRF): Brief Description of existing waste management plan

Basura Hipusa, Kahimsog Pangga-a (BAHKAP System) is the framework for the basic
management and monitoring of domestic wastes in the Municipality of
Bantayan.

Domestic wastes from the households and government
facilities enumerated above are then collected by the Municipal or Barangay
waste collectors and transported to the CMRF for final waste recovery. Most importantly, the handling and storage of
hazardous waste received from the households.
The LGU Bantayan-Centralized Material Recovery Facility
(CMRF) have assigned a dedicated Pollution Control Officer, trained and
accredited by EMB7 to ensure the proper handling, labeling, storage and processing
for final disposal and treatment of hazardous waste. The 23 CMRF keepers and 1 CMRF Supervisor
have also underwent a training conducted by EMB7 on Hazardous Waste Handing and
Protocols.
The CMRF is also equipped with a designated storage for
the toxic waste and one (1) New Preliminary Disinfection Storage Facility
(PDSF) – awarded by EMB7 to Bantayan for the pathogenic wastes from the Rural
Health Unit and Birthing Home. (See

Description of
Hazardous Waste Storage and Labelling
Hazardous
wastes collected from households and facilities own by the Municipality of
Bantayan are stored in the HW storage facilities of the LGU Bantayan –
Centralized Material Recovery Facility (CMRF).
These facilities are accessible in cases of emergency such as fire,
explosions, or release of hazardous wastes, also accessible for inspection and
daily monitoring. The closure for HW is
equipped with safety lock but adequately ventilated except for the Preliminary
Disinfection Storage Facility (PDSF) that is enclosed and sealed with rubber
fittings. Its flooring is concrete and
impermeable to liquids in case of spillage.
A Warning Sign for the presence of Hazardous Materials or Substances in
the storage is installed at the entrance.
Only authorized persons are allowed inside the storage.
Provision for Proper Waste Segregation of Hazardous Wastes
§ Chemical
Properties – Waste with incompatible chemical properties that could react wit
each other, such as strong acids and strong bases, should be placed in a
separate container and kept in separate spill containment area.
§ Waste
Type – Hazardous shall be segregated from low-level radioactive, mixed,
healthcare and non-hazardous wastes.
Solid, liquid and gas like aerosols, or gas cylinders shall be placed in
a separate container and kept in separate containment area.
Provision for Proper
Container (drum) Handling and Storage
§ Store
drums in upright position on pallets and stack not more than two (2) drums high
§ Raised
drums on pallets or similar structure to allow passage of water and circulation
of air
§ Check
all drums for leaks
§ Store
filled drums on the side should not be stacked.
Storage of drums on the side is not recommended because of possible
environmental stress such as crack failure of the closure
§ I
f drums are to be stored horizontally in racks, provide support for the entire
length of the drum
§ Observe
adequate safety precautions at all times when handling drums filled with
hazardous materials
Emergency response equipment corresponding to the class
of wastes being stored and potential emergencies associated with it and ensure
all categories of wastes allowed to be stored within a prescribe period are
sent to TSD Facilities.

Labelling – Form of
labels attached to vessels, containers, tanks and containment buildings
a. Minimum
size of the label is 20cm x 30 cm, A4 size bond paper or readable 5 meters
away;
b. Color
of the label is yellow for background and black for letters printed;
c. Materials
of the label should be scratched-proof and resistant to tampering;
d. Label
is accompanied by a placard corresponding to characteristics of the waste
contained in the vessel, container, tank or containment building.
Proper labelling should be done at the LGU Bantayan –
Centralized Material Recovery Facility (CMRF) and should be maintained and
secured up to the TSD facility.
Finally, with the intention to protect and preserve the
natural resources and the health of Batayanons and to comply with the
regulations set forth by law, Bantayan is humbly requesting for the approval of
the application for the Hazardous Waste Generator ID so that we can proceed
with the processing agreement with the EMB7 Accredited TSD Facility and finally
we can send all our HW for final treatment.
