LGU Bantayan-Centralized Material Recovery Facility (MRF): Brief Description of existing waste management plan

LGU Bantayan-Centralized Material Recovery Facility (MRF): Brief Description of existing waste management plan FIGURE ABOVE:  The Basura Hipusa, Kahimsog Pangga-a (BAHKAP System) is the framework for the basic management and monitoring of domestic wastes in the Municipality of Bantayan.       Bantayan is seriously seeking for a durable solution to address complex waste management challenges in the context of climate change.  Today, the goal is to shift from the typical collection and disposal of garbage to RECOVERY of garbage with economic value at the household level.  Today, there are more than twenty thousand households, 392 puroks and 25 barangays to consider in the management of wastes.    To encourage waste segregation at source, we introduced the 9-waste characterization guide (monitoring form per household) to the 392 puroks, the purok officers then distribute the form to its households.  Each purok have established regular schedules for the weighing of garbage from

Contingency Plan in Case of Fire, Explosion, Release of Hazardous Waste

EMERGENCY PROCEDURES             In the event of an imminent or actual emergency situation, the emergency coordinator (or their designate when the emergency coordinator is not available) must immediately: ·          Activate internal facility alarms or communication systems, where applicable, to notify all facility personnel; and ·          Notify appropriate local agencies with designated response roles if their help is needed, and ·          Follow the Emergency Operations Flow Chart (Appendix E). When there is a release, fire, or explosion, the emergency coordinator must immediately identify the character, exact source, amount, and a real extent of any released materials.             Concurrently, the Pollution Control Officer must assess possible hazards to human health or the environment that may result from the release, fire, or explosion. This assessment must consider both direct and indirect effects of the release, fire, or explosion (e.g., the effects of any

Description of Hazardous Waste Storage and Labelling

Hazardous wastes collected from households and facilities own by the Municipality of Bantayan are stored in the HW storage facilities of the LGU Bantayan – Centralized Material Recovery Facility (CMRF).  These facilities are accessible in cases of emergency such as fire, explosions, or release of hazardous wastes, also accessible for inspection and daily monitoring.  The closure for HW is equipped with safety lock but adequately ventilated except for the Preliminary Disinfection Storage Facility (PDSF) that is enclosed and sealed with rubber fittings.  Its flooring is concrete and impermeable to liquids in case of spillage.  A Warning Sign for the presence of Hazardous Materials or Substances in the storage is installed at the entrance.  Only authorized persons are allowed inside the storage.    Classification of Hazardous Waste Stored in the LGU Bantayan – Centralized Material Recovery Facility (CMRF) from the Households and LGU facilities ONLY. Class Waste Number

Climate Change and the Community

I would like to subscribe the definition of climate change as the change in the present condition influenced by the chemical reactions that occur within the Earth’s atmosphere because it is where risks and vulnerability came in as the effect of chemical reactions.   These reactions could potentially affect the sustainability of all life form and the environment.   Here, I would like to present the current situation of Bantayan Island in the Philippines.  The island is comprised of three municipalities, one of which is the Municipality of Bantayan.  The island is gifted with unique terrestrial and marine ecosystem.  Abundant in marine resources and freshwater to drink.  All these things are being challenged by overfishing and exploitation of water resource.  Today, sustainability is the most pressing challenge in the island.  Urban planners forecasted that by year 2030, the location of the municipal building and the central business hub will be flooded with seawater.   Another risk is

Uprooted Marine Flora Caused by Habagat

Undesirable weather condition affects not only to the supply of marine products but also to the marine ecosystem.  Uprooted seagrasses are evident on shorelines facing southwest.  Some plastic waste drifted along the coastline.

Despite unfavorable weather condtions, Barangay Lipayran was able to trasport domestic waste from the island to the CMRF. Great effort!

More than 5 tons of domestic waste were sucessfully transported from the island of Lipayran to the mainland of Bantayan.  Despite heavy rains and wind disturbances, the puroks through the Bantay Dagat did it.  This is such a great effort!

CMRF Receiving Area: Domestic Waste from the households are collected by the Purok and transported to the CMRF for Final Treatment

Domestic waste from the households are collected by the Purok and transported to the CMRF for Final Treatment.  Before unloading, it will be checked by the CMRF record keeper to ensure that the delivery has complied the segregation guidelines.
