BAHKAP System: Waste Recovery & Characterization Monitoring

  • What happened: Waste management in Bantayan finished off a volatile year with gains in Q4, with collection of garbage in pilot area boosted with the green light after being pushed as one of the major priority programs of the administration. Meanwhile, Bantayan waste management challenges increased as household participation from the pilot barangays yields relatively lower at the last two quarters of 2022.
  • What we expect from here: The household participation in waste segregation may remain challenging in early 2023. In contrast, we are more optimistic with the expansion of BAHKAP System coverage to the 4 barangays in Q2, and another 4 in Q3, including the islets and coastal barangays.
  • What to do: We recommend a broader IEC (10-point agenda, food security program, BAHKAP System Program) to strengthen people’s participation with exposure in some income-generating projects as an economic allocation strategy while slowly increasing exposure of the remaining barangays towards BAHKAP System especially the islets and coastal barangays.

LGU Bantayan-Centralized Material Recovery Facility (MRF): Brief Description of existing waste management plan

LGU Bantayan-Centralized Material Recovery Facility (MRF): Brief Description of existing waste management plan FIGURE ABOVE:  The Basura Hipusa, Kahimsog Pangga-a (BAHKAP System) is the framework for the basic management and monitoring of domestic wastes in the Municipality of Bantayan.       Bantayan is seriously seeking for a durable solution to address complex waste management challenges in the context of climate change.  Today, the goal is to shift from the typical collection and disposal of garbage to RECOVERY of garbage with economic value at the household level.  Today, there are more than twenty thousand households, 392 puroks and 25 barangays to consider in the management of wastes.    To encourage waste segregation at source, we introduced the 9-waste characterization guide (monitoring form per household) to the 392 puroks, the purok officers then distribute the form to its households.  Each purok have establis...
