BAHKAP Initiatives: Partnership & Linkages


 PRESENTATION OF BAHKAP SYSTEM FRAMEWORK

                Mr. Rosendo Bonghanoy, Jr., Municipal Solid Waste Manager presented the BAHKAP System Pilot Project 2022 result and salient points in the pipeline for 2023.  The BAHKAP System Framework is the major output developed based on the results and analyses in the pilot study. 
                In the study conducted in June to December of 2022, there were three indicators used.  First, the Level of Acceptability of Household toward proper waste segregation, second, the Level of Participation of Household in proper waste segregation, and third, the waste characterization guide for the households introducing the nine (9) types of garbage.  The introduction of waste characterization guide to all households and puroks have gained positive feedback from the people because it made easier for them to segregate their own garbage. 
                Based on the BAHKAP System monitoring, the average participation of households in pilot barangays increases from 41% in 2022 to 60% in Quarter 1 of 2023.  This result is the actual participation of household in the barangays of Bantigue, Binaobao, Suba and Ticad with the total of 4,780 households.  The goal of BAHKAP System is to achieve 80% participation by end of 2023. 
                Because of this and with the green light from the LCE, it is imperative to replicate the BAHKAP System innovations to the next batch of barangays as detailed in the BAHKAP System Institutionalization Plan.  In the pipeline, we have the additional 14 barangays in Quarter 2 giving the total of 18 barangays which will now be implementing the BAHKAP System.  The goal is to implement BAHKAP System in the 25 barangays. 
                Because of this innovation, we need to also employ automation in the monitoring of BAHKAP System for a seamless and real time updating of data from the 25 barangays consisting of more than 20,000 households.  This is area where we need the assistance of CVISnet. 
 
V. PRESENTATION OF CVISnet Program Framework for Bantayan
                Mr. Jeffrey Llanto of CVISnet, discussed the previous discussions with Bantayan back in 2022 and also presented CVISnet Framework.  Bantayan has been a partner of AFOS Foundation and CVISnet in the implementation of sustainable development programs.  One of the programs for this year is the Barangay e-System and Tools (BeST).  BeST will cover digital needs from the barangay to the municipal level in a broader application.  One of the applications that can be included in the BeST is the Solid Waste Management.  With the raw data initially submitted to CVISnet through Ms. Ro, CVISnet will study the data entry for the integration to BeST Platform.  Meantime, Mr. Llanto strongly recommended to proceed with the MOA signing and a face-t-face meeting prior to the MOA signing.  Another thing is to proceed with the orientation/training for the BeST Platform to end users from the barangay and municipal. 
 
VI. DISCUSSIONS
                With the recommendation of Mr. LLanto, the attendees have agreed to have a face-to-face meeting to be held at the Municipality of Bantayan.  Date of meeting is (TBA) to be arranged by Ms. Ro and will be communicated to attendees once final.
