BAHKAP System: Waste Recovery & Characterization Monitoring

What happened: Waste management in Bantayan finished off a volatile year with gains in Q4, with collection of garbage in pilot area boosted with the green light after being pushed as one of the major priority programs of the administration. Meanwhile, Bantayan waste management challenges increased as household participation from the pilot barangays yields relatively lower at the last two quarters of 2022. What we expect from here: The household participation in waste segregation may remain challenging in early 2023. In contrast, we are more optimistic with the expansion of BAHKAP System coverage to the 4 barangays in Q2, and another 4 in Q3, including the islets and coastal barangays.   What to do: We recommend a broader IEC (10-point agenda, food security program, BAHKAP System Program) to strengthen people’s participation with exposure in some income-generating projects as an economic allocation strategy while slowly increasing exposure of the remaining barangays towards BAHKAP Syste

It is one of the most imperative strategies of the local government of Bantayan to prioritize actions with public health benefits and employ highest quality science with a full range of practical experience in resource management through an integrated solid waste management system.  The integration of solid waste management system and safe water sanitation and hygiene in the purok and barangay aims to develop management tools and standards, empower the purok through sharing of best practices and cooperation, conduct monitoring and coordination, and to respond emerging issues pertaining to garbage and water.   OBJECTIVES 1. BAHKAP System -  An evolving concept.    As we continue our effort to instill the discipline associated in solid waste management in a manner that is in accord with the best principles in public health, economics, engineering, conservation, aesthetics, and other environmental considerations – the Municipality of Bantayan have set its mandate toward institutionalizing the BAHKAP System.  BAHKAP was adopted by the local government unit of Bantayan in 2020.  It was introduced as Trash for Health (T4H) program by Zoological Society of London-Philippines – a conservation organization in cooperation with the Development Consulting Group, Inc.
